Hornstein is a character in Stanislaw Lem's Novel Fiasco.
His Proposal:
Instead of breaking through the ridge of the magma flow of the Gorgon, steps should be cut in it to create stairs which would be cheaper. That idea was proper nonsense, and immediately dismissed.
